Island Rec - San Juan Island Park &: Recreation District Minutes of the Board of Commissioners' Meeting
March 16, 2006

Commissioner Cumming called the meeting to order at 5:36 pm on Thursday, March 16, 2006 at the Island Rec Office.  Commissioners Cumming, Zehner, Ricks and Hahn present.  Commissioner Brown absent.  Staff present, Director Kerr and Admin. Assistant Curtiss. 

1.Approval of the minutes of the previous meeting. 

Without objection, the minutes were approved as presented.        

2.Introduction of Visitors/Public Comment on Non-Agenda Items: 

Peter and Susan Risser representing the Sailing Foundation.    

3.Correspondence: 

Each Commissioner received their invitation to the Island Rec Volunteers recognition event. 

4.Approval of Payroll/Vouchers:  Director Kerr presented vouchers for approval. 

Without objection, Commissioners approved vouchers as presented. 

5.On-Going Business:  None.   

6.  New Business:        

High School Sailing Program – Director Kerr spoke regarding recent meetings with representatives of the Sailing Foundation and Commissioner Hahn about the operation of the High School Sailing Program.  Ms. Kerr explained the program has evolved over a number of years with practices and procedures developing as needed.  The program, operated by Island Rec in conjunction with the Sailing Foundation, has not required the level of oversight as other Island Rec programs because of the independence and capability of Coach Scott Boye.  All parties now agree practices and procedures need to be established for the program to protect all parties from liability and specifically allowing the transportation of some members of the team in private vehicles with the specific parental authorization.  The 2006 team of seventeen is too large for Island Rec’s fourteen passenger van thus necessitating private transportation.  Ms. Kerr also explained how the program differs from the summer sailing classes, noting that Coach Boye has more discretion accepting sailors without specific sailing experience.  The Director also explained that the team occasionally spends the night off island with Coach Boye responsible for the housing and notification of parents.  Susan & Peter Risser stated their support on behalf of the Sailing Foundation for the program and the efforts to codify the current practices and procedures.    The Commission agreed a policy should be developed for the transportation of team members in private vehicles and other polices as may be necessary.     

February Financial Report.  February Financial Report 2006: Ms. Kerr presented the report for the month ending February 28, 2006.

Swim Lesson Finances - The Director advised the Commission she anticipates negotiating swim fees with the Fitness Club for the sessions beginning next fall.  

Review Budget Information for Program Guide – Commissioner Hahn presented a draft financial report for inclusion in the Program Guide.  The Commission reviewed the draft with a recommendation to consider again in the fall.

Adjournment – Without objection, Commissioner Cumming adjourned the meeting at 6:45 pm.
