Minutes of the Board of Commissioners' Meeting
November 3, 2005
Commissioner Ricks called the meeting to order at 5:30pm on Thursday, November 3, 2005 in the Island Rec Office. Commissioners Ricks, Hahn and Zehner present. Commissioners Brown and Cumming absent. Staff present, Director Kerr and Administrative Assistant Curtiss.
1. Approval of the minutes of the previous meeting: Without objection, the minutes were approved as presented.
2. Correspondence: Letter from Toni Marsaudon thanking Island Rec for providing sailing opportunities to her children. The Commission asked Director Kerr to acknowledge Ms. Marsaudon's letter.
3. Approval of Payroll/Vouchers: Director Kerr presented payroll and vouchers for approval. Without objection, Commissioners approved as presented.
4 Ongoing Business:
a. 6 Year Plan - Planning Update: No report.
b. Budget Discussion: Director Kerr presented the draft of the 2006 Budget. Commissioners agreed to request Ms. Kerr to develop an equipment disposal policy to satisfy anticipated audit requirements. The Commission requested Ms. Kerr change anticipated property tax revenues from $208,000 to $210,000. The Commission directed Ms. Kerr to develop a reserve budget of $30,000 for operating reserve, $16,000 in bus reserve and the remainder into a maintenance reserve.
c. Next Board meeting on 11/17/05 will be open for Public Comment on the Budget.
5. New Business:
a. Trails Committee invited Island Rec Board participation to Planning Session meeting on November 9 at 3:30 at the Library, to begin the process of drafting a trails plan for the island. Commissioner Zehner volunteered to attend along with Director Kerr. Director Kerr will pass on the invitation to Commissioner Brown.
b. Program Update: Kati English, Sherri Byington and Anna Mrowka are staff operating programs in Fair Building and Gym. Programs are running seven nights a week. Teen Halloween Dance was successful with over 200 teens attending. The High School PTSA supported this event with a $125 donation.
6. Commission Discussion Items:
d. Commissioner Ricks announced he would represent Island Rec while attending a Latino Potluck on Sunday November 6.
7. Adjournment - Without objection, Commissioner Ricks adjourned the meeting at 6:20pm.
