Minutes of the Board of Commissioners' Meeting
September 16, 2004
Commissioner Brown called the meeting to order at 5:20 pm on Thursday, September 16, 2004 in the Island Rec Office. Commissioners Brown, Crist, Cumming, Hahn and Ricks were present. Staff present: Director Kerr and Admin. Assistant Swift Taylor.
Approval of Minutes of previous meetings.
Without objection, the minutes of September 2, 2004 were approved as presented.
Introduction of Visitor's/Public Comment on Non-Agenda Items:
There were no visitors.
Correspondence:
The Director informed the Board that many congratulatory emails and telephone calls had been received after the positive outcome of the levy request.
Payroll and Vouchers:
Without objection, Commissioners approved vouchers as presented.
Ongoing Business:
Levy:
Board members expressed satisfaction with the outcome of the levy.
Public Relations:
Commissioner Cumming stated there had been comment about an Island Rec bumper sticker on a vehicle parked close to the polling station. He had confirmed to election officials that it was a generic non-political sticker.
Director Kerr advised there had been a political advertisement against Island Rec's levy in the local newspaper which did not state who had financed it, and which had not been sanctioned by the PDC. Commissioner Hahn suggested that the Board should attempt to find out who paid for the advertisement.
With regard to recent negative publicity, Commissioner Hahn felt it necessary to demonstrate to the community that Island Rec is a good steward of the funds it receives. Commissioner Cumming agreed. Consideration will be given to including educational information on this subject in future Program Guides.
Playground Renovation:
Director Kerr advised that a matching grant had been received of approximately $25,000. This has enabled the new playground equipment to be upgraded and expanded.
A group of teens from the Leadership Class at the High School has volunteered to help with this project.
The Board was asked to consider a draft Request for Proposal for removal and replacement of the existing play equipment and pea gravel surface. A two week response period will be allowed after publication of the RFP.
Egg Lake Dock: Consideration was given to a Draft Land Use Agreement prepared by the State of Washington. It was noted that any facility requiring long term maintenance would create an additional burden on Island Rec funds and would necessitate setting up a specific budget allocation for maintenance staff and materials. The matter was tabled for future discussion as part of a Revised Six Year Plan. Commissioner Cumming motioned that the Draft Land Use Agreement with Washington State be rejected. Seconded by Commissioner Hahn. All in agreement.
New Business:
School District Field Development Discussion:
Commissioner Ricks presented a discussion draft from San Juan Island School District regarding the potential development and use of fields at Carter Avenue. Director Kerr advised that she will be attending a public meeting at the School scheduled for the following week. The Board is encouraged that there is interest in building athletic fields and expressed enthusiasm for the project. A comprehensive plan must be presented before the Board is able to consider becoming part of this project.
Staffing
Director Kerr advised the Board that recruitment of part time staff needed to work evening and/or weekend shifts is proving difficult. A higher hourly rate will be offered in an attempt to fill the vacancies.
Board Resignation:
Commissioner Crist is moving away from the island in the near future. It was with regret that she tendered her resignation from the Board with immediate effect.

Without objection, Commissioner Brown adjourned the meeting at 7:20 pm.
