Minutes of the Board of Commissioners' Meeting
August 4, 2005

Commissioner Ricks called the meeting to order at 5:31 pm on Thursday, August 4, 2005 in the Island Rec Office. Commissioner Ricks, Cumming, Hahn and Zehner present. Commissioner Brown absent. Staff present, Director Kerr and Admin. Assistant Curtiss.

1. Approval of the minutes of the previous meetings. Commissioner Hahn moved for the approval of the minutes as presented. Commissioner Ricks second. Motion carried unanimously.

2. Introduction of Visitors/Public Comment on Non-Agenda Items: None.

3. Correspondence:

(a) Request from the School Levy Committee - Director Kerr presented a letter from the Committee for San Juan School District Levies and Bonds, requesting support for their upcoming school levies. Commissioners discussed the request at length. Commissioner Cumming moved to draft a letter in support of the Capital Projects Levy and support for schools and the facilities because of Island Rec's use of the facilities. Commissioner Zehner second. Discussion. Commissioners agreed the draft will be circulated among the Commissioners for review prior to posting. Question on the motion, Commissioners Cumming, Ricks and Zehner yes. Commissioner Hahn no. Motion carried 3 - 1.

(b) Letter from Christine Miller, Director of the San Juan County Fair re: Request for reimbursement of costs for repair of water fountains. Without objection, the Commissioners agreed to reimburse the Fair for the repair costs in the amount of $303.99.

4. Approval of Payroll/Vouchers: Director Kerr presented vouchers for approval. Without objection, Commissioners approved vouchers as presented.

5. On-Going Business:

a. Summer Programs - Director Kerr briefed the Commission on the status of summer programs including Camp Eagle Rock and Music on the Lawn and upcoming programs, Sailing, Soccer and the 8.8 K Run.

b. Condition of Concrete at the Skate Park - Commissioners Ricks and Zehner reported they examined the Skate Park noting minor cracks. Commissioners discussed options for smoothing the surface and determined that re-sealing may be the best option. Director Kerr will provide information and cost estimates for re-sealing the surface.

6. New Business:

a. Camp Eagle Rock Cook-out - Director Kerr reminded the Commissioners of the cook-out scheduled for Friday, August 12th at Jackson Beach. Commissioner Zehner agreed to be head cook.

b. Kids Club - After School Program: Director Kerr briefed the Commission regarding an Island Rec proposal to conduct an after school program at the Kids Club currently operated by the Presbyterian Church. The proposal is to enhance the existing drop-in program by offering a structured program on Wednesday and Thursday afternoons and occasional special events. Commissioner Ricks agreed to attend the next meeting with Church representatives scheduled for next week.

7. Commissioner Discussion Items.

a. The next regular meeting is scheduled for September 1st, noting the August 18th meeting is canceled due to the County Fair.

8. Adjournment - Without objection, Commissioner Ricks adjourned the meeting at 6:30 pm.
