Minutes of the Board of Commissioners' Meeting
January 6, 2005
Commissioner Jim Ricks called the meeting to order at 5:00 pm on Thursday, January 6, 2005 in the Island Rec Office. Commissioners Hahn, Dernham and Ricks present, Commissioner Cumming arriving at 5:10 pm and Commissioner Brown arriving at 5:15 pm. Staff present, Director Kerr and Admin. Assistant Curtiss.
1. Approval of the minutes of the previous meetings. Commissioner Ricks recommended amending item #5 (a.) to include a sentence to read "Commissioners agreed School Superintendent Michael Soltman be invited to provide information regarding Carter Street field development." Commissioner Ricks further recommended amending the fourth sentence of item #7(a.) to read "Commissioner Ricks moved to waive the prohibition for this applicant, which disallows a person guilty of a felony or gross misdemeanor from volunteering as a coach." Without objection, the minutes were approved as amended.
2. Introduction of Visitor's/Public Comment on Non-Agenda Items: None.
3. Correspondence: Letter from David Zeretske, representing the Trails Committee. Commissioner Ricks recommended considering the letter as item #6(b). No objection.
4. Payroll and Vouchers: Without objection, Commissioners approved payroll and vouchers as presented.
5. On-Going Business:
a. Annual Commission Retreat - Commissioners discussed the advisability of engaging a facilitator for the retreat. Director Kerr advised she spoke with Janna Gingras and Liz Illg, who are willing to facilitate the retreat for a $500 fee at their cabin, or an offer may be made for their services. Commissioners concurred to seek out others in the community qualified to facilitate the meeting gratis. Commissioner Ricks expressed interest in including some educational background regarding the Carter Street fields, the Lafarge property and development of a non-profit financial support organization in the retreat program. Commissioners briefly discussed the current status of the Lafarge property transaction and the agreement with the County. Commissioners Ricks and Dernham expressed interest in more fully understanding the Lafarge agreement and inviting an appropriate representative to update the Commission on the status of the transaction. Commissioners agreed to review the mission statement and vision at the beginning and end of the retreat. Commissioners concurred to ask Ms. Gingras and Ms. Illg to speak regarding the formation of a 501C(3) as a donation to Island Rec.
b. Playground - Ms. Kerr referenced a letter from Francine Shaw, Interim Director of the County Community Development & Planning Department, waiving the permit fee for the playground project. Director Kerr will insure the permit process is complete. Commissioner Brown and Director Kerr discussed the appropriate signage for the park. Ms. Kerr advised she is working with the Fair Board hoping they will allow the Camp Eagle Rock mural to be installed at the park. Ms. Kerr advised the grand opening party is scheduled for March 21st. Commissioner Brown agreed to work with Shannon Wilson and Kim Wickman in organizing the party.
6. New Business:
a. Program Guide - Director Kerr advised the Commission the program guide for Winter/Spring is out. New this year is a poster contest for the Children's Festival and a Skagit Eagle trip and Skagit Tulip trip.
b. Trails Committee - Commissioners acknowledged a letter from David Zeretske, stating the Trails Committee believes it is the right time to re-establish themselves as an appointed committee of the San Juan Island Parks and Recreation District. Commissioners discussed the conditions under which the Trails Committee may again become a part of Island Rec and other scenarios whereby another agency, such as the County Public Works Department, may be the appropriate parent organization for their activities. Director Kerr advised the Commission that Mr. Zetetske will approach the Commission with a more detailed plan for the re-organization of the Trails Committee in the near future.
c. Recreation Specialist Open Position - Director Kerr advised the position has been advertised and thirteen applications have been received. An interview panel has been formed and will conduct interviews of five applicants next week. Ms. Kerr explained the hiring process and advised she hopes the new employee will start mid to late February. Commissioners expressed interest in the questions which will be used by the interview panel, a copy of which will be e-mailed to each Commissioner.
7. Adjournment: Without objection, Commissioner Ricks adjourned the meeting at 6:25 PM.
