Island Rec is a junior taxing district for San Juan Island. It is governed by an elected board of five commissioners. In November 2007 Alisa Schoultz was elected to the Board for her first term; Bill Cumming was reelected for his third term. Denice Kulseth, a dedicated board commissioner since January 03, completed her term December 2007. Scott Zehner, Ralph Hahn and Jim Ricks are the other current commissioners.
The year 2007 was the third of six years for Island Rec’s voter-approved 10-cent operating levy. generating $213,635 from property taxes. In reality, Island Rec was only allowed to collect 7.5 cents as prescribed by state law and voter approved tax-limiting initiative. Further, the rate per thousand will continue to decrease over the span of the levy. The remainder of Island Rec’s budget was generated from grants, program fees, and sponsorships.
Island Rec has two full-time, year-round employees, a Recreation Director/Recreation Specialist and a Recreation Specialist. During the Fall, Island Rec had the good fortune to hire Abby Spann, a former Island Rec student intern, to fill the position vacated by Corelia Peacock. A third year-round position is the half-time administrative assistant, a position shared by Patty Curtiss and Barbara Jensen. The final year-round position is a custodian and maintenance position that averages three to five hours per week and is responsible for maintaining the family park and skate park at the fair grounds, office cleaning, and softball field maintenance. Island Rec employees an average of 35 people in seasonal positions. Complementing the work of the paid staff are over 130 volunteers who contributed over 2,100 hours in providing programs for San Juan Islanders.
Island Rec helped to build, expand, and repair parks and recreational facilities around the Island. Island Rec contributed over $18,000 in goods and services to Friday Harbor Athletic Club’s field development on Carter Street. A new fishing dock was installed on Egg Lake under the direction of Commissioner Jim Ricks. This is an indispensable recreational facility as the dock is the only public dock providing access to a fresh water lake on San Juan Island. This project received financial support from Island Rec, Browne’s Home Center and the Gates Grant. The LEO’s and Friday Harbor High School students volunteered in the building and installation of the new dock.
Two new pedestrian entrances were installed at the Lafarge property making the area more accessible for daily use by many walkers and runners. Island Rec installed new plumbing and water fountains at the Family Park and Skatepark. Under the leadership of volunteers Todd Kromer and Dennis Garl a 2,500 square foot addition of street features was added to the Skatepark. This project was supported by many in the community with donated goods, services and dollars. Island Rec continued to be the sole financial supporter of the San Juan Islands Trails Committee, providing a $4,500 budget for their work of creating and maintaining non-motorized trails on San Juan Island.
Over 7,500 people were served by Island Rec with over 1,500 hours of recreation programming time. During the summer months over 100 hours of recreation program time was offered most weeks, while during the school year we ran programs 6 days a week, with several days of each week offering multiple opportunities. In 2007 Island Rec introduced the popular K-9 Carnival with over 300 people and 100 dogs attending.
Partnerships are vital to much of Island Rec’s successes. Island Rec continues its on- going partnerships with San Juan Island School District; San Juan County 4-H; San Juan Island Chamber of Commerce; San Juan Island Sailing Foundation; San Juan Island Fitness Club; San Juan Island Prevention Coalition and San Juan Island Family Resource Center. San Juan Islanders benefit from these partnerships with increased recreation opportunities and increased quality of programming.
Island Rec provided over $16,000 in scholarships to over 50 San Juan Island children giving them the opportunity to participate in and benefit from numerous Island Rec programs. Additionally, Island Rec contributed $2,880 towards swimming lessons for 144 Island children. This community is fortunate to have San Juan Island Fitness Club as a willing partner in providing swim lessons for the island’s children.
San Juan Islanders and Island Rec benefited from the generosity of several key sponsors in 2007. Kings Market, Islanders Bank, Coldwell Banker, San Juan Safaris, Island Petroleum Services and Islanders Insurance all contributed $1,000 or more to Island Rec programs. Their sponsorship supported major island events that include the Children’s Festival, Music on the Lawn, the Teen Halloween Party and many scholarships for San Juan Island children.
